Our Team
Founded in 2013, Cloud Property Management, LLC is a real estate investment, development, and management firm. We focus on various value-add residential and mixed-use strategies in the Greater Chicago Area. We run the entire development process in-house, from acquisition to architectural design, permit expediting, construction management, leasing, and on-going property management. With experience in both ground-up and rehab/re-purpose construction, we are confident that we are able to build and manage the best properties in our respective markets.

Cloud Property Management’s roots date back to 2008, when Founder & President Teofil Scorte began Halo Design Group, LLC. With the real estate market in disarray, he identified a niche in the real estate market: failed condominium developments. Banks and new developers looking to get old projects on track needed to work with the original architects and engineers of record, under whom the building permits were originally issued. Halo Design Group originally completed over 300 projects as the architects of record, and were ready to assist banks and new developers by stepping in to replace old general contractors, and managing the completion of remaining construction work. Halo was thus acting as a “one stop development shop”, having the ability to take over and handle the entire process for its clients, including architectural plans and engineering, permit expediting, and construction management. This was a very appealing differentiator, and it created a niche that lead to the formation of a new company. In 2012 Halo Design Group became Halo Construction DBM, Inc. (Design, Build, Maintain), which is a general contractor and quality builder of residential and medium-scale commercial structures. Today Halo services real estate investors, receivers, property management companies, and home owners. Halo construction has seen impressive growth in each of the last five years, with over $5MM in revenue in 2016.

As our affiliate company, Halo Construction, continued to grow, we began re-investing profits into the real estate market through Cloud Property Management, LLC. Using our own capital, we purchased and self-financed the construction of distressed multi-unit properties, concentrating on the now booming Pilsen neighborhood. Good timing, a little bit of luck, and maximizing every inch of our properties led to triple digit returns for each of the first four properties purchased. With increased properties valuations and confidence, Cloud continued to aggressively acquire multi-unit properties in Pilsen and the surrounding areas.

With a philosophy of long term wealth accumulation, we hold and self-manage all of the properties that we have developed. We take great pride in our business model and portfolio, and as native Chicagoans, we have an inherent understanding of the local market and what our tenants need. Although we are interested in acquiring properties in virtually all Chicago neighborhoods, we tend to focus on Pilsen, The Heart of Chicago, University Village/Little Italy, Little Village, Bridgeport, McKinley Park, Bronzeville, and South Lawndale.

Our Vision

Cloud Property Management recognizes that real estate development in Chicago is extremely competitive. By acquiring properties in need of extensive restoration and repairs, and maximizing parcels through rezoning, we hope to continue to set ourselves apart from the competition. Holding properties long term, we will increase our net income with each acquisition.

As we continue to grow our portfolio, we strive to complete quality buildings that last, and occupy them with quality tenants that stay satisfied.
